Relationship neglect however isn't, but some forms are still considered abuse. For marriages, types of neglect as well as desertion can be taken as grounds for divorce in some areas. I feel like I need more context to give a better answer though. Neglect and abusive behavior comes in a lot of forms, with some being more known/visible to the general public than others.
