Neglect such as not looking after a child, especially tending to needs and letting them die, is a form of abuse and in many contexts is illegal. Relationship neglect however isn't, but some forms are still considered abuse. For marriages, types of neglect as well as desertion can be taken as grounds for divorce in some areas.

Yeah neglect is a form of abuse and can be traumatic if that's what you're asking. I feel like I need more context to give a better answer though. Neglect and abusive behavior comes in a lot of forms, with some being more known/visible to the general public than others.
