A blogging carnival in general is a group of blogs posting on a chosen topic. The way it usually works is one person 'hosts' the carnival each month/week, setting up a subject and prompts to write about. Other bloggers write about the subject and send their submissions to the host. At the end of that carnival the host puts up a post linking to all the entries. Unless the carnival is always run by one host there is usually a main host above each months host who post each call for submissions and roundup. The idea is that it makes it easier to find a wide variety of bloggers on a subject. Each month a host sets up a topic, people write about it and send their responses to the host who rounds things up at the end of the month. The overall adminisration of it is done at https://carnivalofaros.wordpress.com/ .
